CRESTVIEW — The Okaloosa Board of County Commissioners' Fiscal Year 2015 budget reviews begin July 14 and end Aug. 12, followed by two public hearings.

All meetings alternate between the Okaloosa County Courthouse, 101 E. James Lee Blvd., Crestview; and the Water & Sewer Building third floor conference room, 1804 Lewis Turner Blvd., Fort Walton Beach.

Boyles to discuss storm damage, recovery next week

Okaloosa County Commissioner Nathan Boyles will discuss recent storm damage at 5:30 p.m. July 17 at the Okaloosa County Courthouse. Public Works staff will also be available to provide updates and answer questions. 

“I encourage anyone impacted by damaged or failing infrastructure to attend the meeting, and share your ideas and concerns,” Boyles said.

The Federal Emergency Management Agency has approved a 14-day extension for storm and flood survivors to register for disaster assistance. Monday, July 21 is the registration deadline.

Residents affected by the storms and flooding from April 28 to May 6 can register at DisasterAssistance.gov or on a smart phone at  m.fema.gov.

Deadline approaches for joining Democratic women's group

The Okaloosa County Democratic Women’s Club's annual membership drive is July 17 at Joey’s Italian Grill, 1027 E. John Sims Parkway.

The meeting will begin at 6 p.m., with dinner served at 6:30 p.m.

Guest speaker Kim Ross, president and founder of Rethink Energy Florida, will discuss fracking in the state.

The cost to attend is $25, and for an additional $5 you can become a DWC member.

Republicans schedule candidate forums in Crestview; questions being accepted

CRESTVIEW — The North Okaloosa Republican Club is planning two forums for Okaloosa County commissioner, county clerk, and school board candidates.

The July 30 forum will feature commissioner and clerk candidates; the July 31 forum will feature school board candidates.

Both events begin with a 5:30 p.m. meet and greet, followed by the 6:30 forum, at Warriors Hall, 201 Stillwell Blvd., Crestview.

Transportation planning group may revise quorum criteria after 2nd meeting cancellation

CRESTVIEW — The Northwest Florida Regional Transportation Planning Organization will submit a request for a Navarre road project to the state Department of Transportation even though its Wednesday meeting failed to garner a quorum.

The Navarre Community Access Road project lost five of nine points when its ranking criteria was reevaluated, but it was the lone community to submit a request for Transportation Regional Incentive Program funds. It met the criteria for a TRIP money.

TPO staffers and county officials worked their phones to summon alternate representatives to the meeting, but even when Okaloosa County Commissioner Wayne Harris was reached and arrived, the board was one member shy of a quorum.

Though it was hoped a missing member could vote to approve the Navarre request by phone, senior TPO planner Mary Beth Washnock reminded Chairman James Wood that a quorum was still required to make a motion to approve the request.

Navarre’s request was saved by Department of Transportation official Ray Kirkland, who was in the audience and advised the TPO that the request could still be submitted by the July 15 deadline and approved retroactively at a future meeting.

REVISING QUOROM CRITERIA

Wood suggested that the TPO revise its definition of a quorum, which is the minimum number of members that must be present to make a meeting valid.

It was the second meeting in a row in which no business could be conducted because of lack of members in attendance.

Washnock said her staff could certainly look into revising the number of members that constitute a quorum, but the measure would have to be approved by local TPOs, including the Okaloosa-Walton organization.

Wood suggested an alternate solution might be to increase the number of alternates who could be summoned if needed.

“We frequently have this problem in the summer,” Wood said.

Because of inability to conduct business, the TPO did not approve requesting a federal TIGER Planning Grant to perform a feasibility assessment and economic impact study supporting restoration of Gulf Coast passenger rail service between New Orleans and Jacksonville.

Move Over Law now applies to more vehicles

Florida’s Move Over Law now protects utility and sanitation vehicles.

Motorists must move over one lane when law enforcement, emergency vehicles, utility vehicles, sanitation vehicles or tow trucks are performing roadside duties.

In situations where changing lanes is unsafe or the driver is traveling on a two-lane road, speed must be reduced to 20 miles per hour less than the posted speed limit.

If the posted speed limit is 20 miles per hour or less, motorists are required to slow down to a speed of 5 miles per hour.

“I am pleased to see this law amended to include utility workers as well as other selected groups,” CHELCO Vice President of Operations Donny Fugate said. “Our people work with high voltages and in difficult conditions, so anything we can do to make it safer for them is a step in the right direction.”

Violating the Move Over law can result in a fine and points against the driver’s license.

Public hearing set on whether to continue fixed-route bus system

This Okaloosa County Transit route 11 bus may soon be idled when funding for Crestview's two routes expires Feb. 4.

CRESTVIEW — Okaloosa County's public bus service could be ending after years of budget shortfalls and dwindling ridership.

County commissioners will have a public hearing July 15 on the elimination of all fixed-route services. Residents can make comments during the board’s regular 6 p.m. meeting in Fort Walton Beach.

Under the proposal, Okaloosa County Transit — the nonprofit that runs the bus system — would lose its five routes in Fort Walton Beach, the route to Okaloosa Island, three routes in Destin and the express route from Crestview to Fort Walton Beach.

The cuts would not affect the county’s door-to-door paratransit service, funded by a Florida Commission for the Transportation Disadvantaged grant. That program aids people who cannot obtain their own transportation because of disability, age or income.

Laurel Hill Council continues 911 agreement

LAUREL HILL — County 911 dispatch services will continue to alert the volunteer fire department of emergency calls.

The Laurel Hill City Council — on behalf of the volunteer fire department — unanimously entered an agreement with 16 county fire departments and the Okaloosa County Board of Commissioners.

The Laurel Hill Volunteer Fire Department has agreed to stay consistent with county-wide dispatch procedures. It will receive 911 transfers at no charge.

The city will maintain a department roster and apparatus status changes to the county dispatch services, while working with fellow fire departments.

Interstate 10 corridor proposal could mean Crestview traffic relief

A draft update to the I-10 master plan includes a proposed interchange at the PJ Adams Parkway-Antioch Road Corridor crossing, County Commissioner Nathan Boyles said.

"This is substantial progress given that the need for an additional interchange for Okaloosa County has never been formally acknowledged through the planning process — until now," he said in a newsletter to constituents.

The bad news, he said?

"The draft version of the plan currently identifies the improvement on a 2040 timeframe … But don't worry too much; getting the interchange concept incorporated into the plan is a major victory."

A meeting for public comment on the proposal is set for July 31. The time will be announced later.
