Authorities charge homeless man with sexual assault
Forty-year-old Andrew J. Foster, who is homeless and whose last known address is in the 300 block of Woodrow Street in Ocean City, was arrested Tuesday on a charge of sexual assault after being served with a warrant from the Okaloosa County Sheriff’s Office.
